Hay alguna manera de que no deje enviar el formulario si una persona vota varias veces a una misma propuesta?

Now, coming back to your question, you do have the option to prevent a user from submitting a form if they choose the same answer again. If you use the Dropdown Element, you can set the Unique Field to prevent the user from submitting the form if they answer the same option again. Let me show you how to set up the Unique Field:
1. In Form Builder, go to Settings.
2. Click Show More Options, then scroll down to Unique Field.
3. Under Unique Field, choose the Dropdown Element.
For example, in your dropdown, you have A, B, C and D as the options:
The user selects A as the answer and submitted the form. Then again, for their second submission, the user selected A again as the answer. They will not be able to submit the form the second time, and will get this error instead:

En este caso, es un cuestionario de votación en los que las personas tienen un máximo de tres votos que deberán de realizar en el mismo cuestionario. Es decir, hay una pregunta para el voto, una para el voto dos y otra para el voto tres. ¿Hay alguna manera de que, si la persona vota "A" en la pregunta del voto 1 luego no pueda volver a votar "A" en la pregunta del voto 2 y 3?

I checked, and I'm afraid it is not possible to hide an option in a single choice field if it was selected from a single choice field earlier. The only way would be if you use an Inventory widget, list all your options in a single widget and set the availability to 1. In that case, once it is selected, it will be grayed out from the options. Let me walk you through it:
1. In your Form Builder Page, click on the Add Element button.
2. Go to Widgets, and select Inventory Widget.
3. Set the Available Quantity to 1.
Once it is selected, it will be grayed out and can no longer be selected.
